Lenore Bijan lives in a small house in Northeast Portland surrounded by one-third of an acre of fruit trees, vegetable beds and roaming chickens. With her only income an $812 monthly Social Security check, Bijan says she couldn’t afford to stay in the home she’s had for 30 years without a reverse mortgage that allows her some cash to pay for upkeep and repairs and the state’s payment of her Multnomah County property taxes.
